Open Bid, Lancaster PA: Energy Savings Contract

PUBLIC NOTICE #2021-03 Energy Savings Contract CITY OF LANCASTER, PA

The City of Lancaster, PA seeks proposals from energy service companies interested in providing to the City of Lancaster a full range of energy services and energy related capital improvements financed through an energy savings performance contract with the City at designated sites within the City of Lancaster. Proposals will be accepted until Wednesday, April 21, 2021 at 11:00AM at which time they shall be opened electronically and publicly posted on PennBid’s website. All documents and solicitation, including a detailed description of services to be provided and the requirements for the proposals are available online at no cost on PennBid- www.PennBid.net.

There will be a total of (3) different mandatory site visits taking place on February 16th and February 17th. These (3) sites would be the Wastewater Treatment Center, Conestoga Water Treatment Center and Susquehanna Water Treatment Center. These visits will be required in order to be eligible to bid. More details can be found in the contract documents.

This Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum salaries and wages.

The City of Lancaster, PA reserves the right to reject any and all Proposals and to accept the Proposal, which is in the best interest of the City. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount bid. The City may also consider the quality of the goods or services supplied, ease of repair, compatibility with other City equipment, responsiveness, past performance of the bidder and any other reasonable factors specified in the Proposal package.
