NORESCO to Implement Resiliency Upgrades at Commander Fleet Activities Yokosuka Through Energy Savings Performance Contract

NORESCO has been awarded a $78 million contract modification for additional work under its energy savings performance contract (ESPC) with the U.S. Navy at Commander Fleet Activities (CFA) Yokosuka, Japan. The CFA Yokosuka Power Resiliency Island Mode Enhancements (CFAY-PRIME) project will bolster energy resiliency for mission-critical systems at CFA Yokosuka, the U.S. Navy’s largest overseas installation. These improvements will ensure the continuity of operations in the event of grid power interruptions. The CFAY-PRIME project builds upon NORESCO’s 15 years of proven performance and on-site presence at CFA Yokosuka supporting an initial federal ESPC. The additional work will enable CFA Yokosuka to quickly island its power systems to serve mission critical energy needs during utility outages. It will also renew and upgrade aging infrastructure.

By leveraging additional savings made available as a result of extending the original ESPC term, and through increases to the guaranteed savings, the U.S. Navy can address CFA Yokosuka’s energy and operational resiliency goals with no upfront contribution. This reinvestment strengthens CFA Yokosuka’s mission assurance and its ability to support the Navy’s forward-deployed fleet.

NORESCO will increase on-site emergency generation capacity and implement cybersecurity upgrades in accordance with the U.S. Department of Defense Risk Management Framework. These enhancements protect the base’s systems, support ongoing operations and future growth.
