The New York State Energy Research and Development Authority (NYSERDA) requests
proposals from organizations, individuals, or teams interested in conducting a New York
Statewide stock assessment of commercial and institutional buildings. The Commercial
Building Stock Study (CBSS) will be a stand-alone study but will apply trends in the
measurement and analysis applied in the previous 2021 Commercial Statewide Baseline
Study (CSBS)2 when applicable. The new study shall introduce enhancements that can
offer additional value to NYSERDA and its stakeholders with specific interest in equity
and Disadvantaged Communities, and further support the energy and climate policy
goals of New York State.
This study will (a) develop a census (total and categorical counts) of commercial
buildings in New York state, (b) develop a comprehensive understanding of commercial
building characteristics, including square footage, interior dimensional ratios (e.g.,
window-to-wall, etc.), building shell, lighting system, heating and cooling system, other
energy-using equipment, and its operation and usage patterns; (c) the current
commercial use of energy consuming equipment (electric, gas, and other fuels), the
penetration of energy efficient equipment, and energy management practices.
Additionally, the study will assess the market for HVAC, lighting, energy management systems/controls, and water process heating equipment to determine the baseline
efficiency of equipment installed in New York and practices used by vendors in
specifying and installing equipment. This information will be used to improve the ability
of NYSERDA, DPS, and program administrators to develop, implement and evaluate
energy efficiency programs. More specifically, the information gained in the study will be
used to set more accurate baselines for incentive programs, inform energy savings
calculations, improve evaluation guidelines, and provide energy efficiency potential
estimates.
