The Commonwealth of Kentucky, through the Finance and Administration Cabinet and Kentucky
Venues, is soliciting proposals from qualified private partners to modernize, operate, and
maintain assets and systems throughout the term of the agreement including any further
expansions or additions, as further defined in this document, across Kentucky Venues facilities.
This initiative will be structured as a Public-Private Partnership (P3), utilizing an availabilitybased payment model to ensure long-term reliability, efficiency, and public ownership of assets.
