California State University (“CSU” or the “University”) is seeking Proposals (“Proposals”) to engage a single or multiple qualified Energy Services Company(s) (“ESCO(s)”) to provide Energy Savings Performance Contracting (“ESPC”) Services. The primary intent of this procurement process is to engage ESCO(s) to implement comprehensive clean energy projects in existing buildings in accordance with the Scope of Work (“SOW”) in the Request for Proposal (“RFP”), the University’s General Conditions Appendix A, and other associated Contract Exhibits and Solicitation Attachments listed in the appendices. The awarded ESCO shall provide all management, tools, supplies, travel to and from work sites, and all else necessary to successfully provide ESPC services. For the avoidance of doubt, ESPC services shall include the performance of an Investment Grade Audit and subsequent implementation of the work by the same ESCO at the sole discretion of the individual campus.
