Excerpt from RFQ
The State of Oregon, acting by and through the Department of Energy, (“ODOE” or “Agency”),
is requesting a Statement of Qualifications (“SOQ”) from Interested Proposer’s (“Energy Audit
Firm’s) or individuals to provide on-site Energy Audits for school facilities as contemplated
under Senate Bill 1149 (SB 1149) and other energy conservation programs.
Additional details on the scope of the services are included in RFQ Section 2.5, Scope of Energy
Audit Services. Agency intends to establish a list of qualified energy auditors for the Public
Purpose Charge (SB 1149) Schools Program (the “Program”). Interested energy auditing
firms that specialize in energy audits and energy auditing services are encouraged to submit
qualifications.
Qualified firms will be invited to sign a Prequalified List Agreement for Energy Auditing
Services substantially in the form setforth in Attachment A, Sample Agreement to this RFQ; the
termoftheAgreementis anticipatedtobe three yearswiththe optiontorenewonce for threeyear period withoutfull re-application.
The Program requires that energy measures must be analyzed for energy savings potential.
School districts, (each a “Contracting Agency”), must use an energy auditing firm from Agency’s prequalified list to complete the energy savings analysis and be eligible for reimbursement through the Program.
