Request for Proposal – Energy Services Company (ESCO) Engagement for Project Development and Strategic Planning, K-12 – Due 2/9

The Little Rock School District (LRSD) is a large, urban public school district serving approximately 20,000 students across a diverse portfolio of schools. The District operates four high schools, five middle schools, three K–8 academies, five early childhood centers, 22 elementary schools, and several specialized programs, including a career and technical education center, an adult education center, an alternative learning center, and an accelerated learning center. Student enrollment varies by campus, ranging from more than 2,400 students at the District’s largest high school to approximately 300 students at smaller elementary schools.

The Little Rock School District (the “District”) is seeking proposals from qualified Energy Service Companies (ESCOs) to develop a comprehensive Project Development Agreement and Strategic Plan based on findings from completed ASHRAE Level 2 Energy Audits across 17 school facilities. The selected ESCO will be responsible for translating audit recommendations into actionable, financially viable energy conservation measures and developing a roadmap for implementation.
