REQUEST FOR QUALIFICATIONS (RFQ) – WCHA 2026.18.1.3
ENERGY PERFORMANCE CONTRACTING (EPC) – CONSULTING SERVICES
Westmoreland County Housing
Authority (WCHA-Inc.) is requesting qualification proposals from qualified and experienced Energy-Engineering & Accounting Consultant Teams experienced in assisting Public Housing Authorities with self- implemented Energy Performance Contracting (EPC). The contract is classified as an Indefinite Quantity Contract with an initial term of two years, and all procurement shall comply with HUD procurement standards as set forth within 2 CFR Part 200, Subpart D.
