The U.S. Army Engineering and Support Center, Huntsville (CEHNC) intends to select the Offeror whose proposal represents the best value to the Government. The Government will select a utility company to conduct a preliminary assessment of the 99th U.S. Army Reserve Readiness Division’s energy usage, with the intent to award a contract for the development of a Feasibility Study / Investment Grade Audit (FS/IGA) for the design of energy savings and conservation solutions of a Utility Energy Service Contract (UESC) that will meet the unique needs of the customer pursuant to 10 U.S.C. § 8256 and 10 U.S.C. § 2913. If the FS/IGA is directly funded rather than financed, then based on the results of the FS/IGA, the Government may award a separate contract under this solicitation for the implementation and debt servicing periods for the project. Both contracts will be awarded to the utility initially selected from proposals submitted in response to this solicitation. The terms FS, IGA, and Detailed Feasibility Study (DFS) are used interchangeably herein and mean the same document.
